HARD FREEZE WARNING REMAINS IN EFFECT UNTIL NOON CST TODAY and again, FROM 6 PM THIS EVENING TO 10 AM CST WEDNESDAY...Sub-freezing temperatures in the mid teens expected in Louisiana, Pointe Coupee, West Feliciana, East Feliciana, St. Helena, Washington and Northern Tangipahoa Parishes. In Mississippi, Wilkinson, Amite, Pike and Walthall Counties.

Hard Freeze Warning applies from 6 PM this evening to 10 AM CST Wednesday. Frost and freeze conditions will kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing.

Take steps now to protect tender plants from the cold. To prevent freezing and possible bursting of outdoor water pipes they should be wrapped, drained, or allowed to drip slowly. Those that have in-ground sprinkler systems should drain them and cover above-ground pipes to protect them from freezing.


Drinking Water Matters
KATC3 Acadiana News from watershed Region 5 reports the St Landry Town of Melville is without water Tuesday and Plaisance Water System has shut off water service for conservation reasons. Hard Freeze recommendations from the National Weather Service advising leave water taps open to prevent bursting pipes must be suspended for customers of Plaisance Water, instead, Plaisance water customers have been asked to close their taps to allow the water tower to refill. Plaisance Water has been contacted for an update, more to follow.

Boil water advisories have been issued by South Rayne Water Corporation for all of its customers, as has Town of Basile, the St Landry Parish Village of Cankton, with a line break under repair in Village of Morse this morning and a BWA expected to follow.

South Rayne Water Corporation is a privately owned drinking water facility in Acadia Parish, operating with permit LA1001022 serving 4125 residential customers from a groundwater source. Federal EPA records show this facility with violations in 8 of the last 12 inspection quarters and three informal enforcement actions. LA Dept of Health gives South Rayne a water grade C, scoring 73% on the state evaluation process.

Town of Basile Water System in watershed Region 5 Evangeline Parish operates with permit LA1039001. According to LA Department of Health, the Basile system achieves a score of 80/100, a B on the state scale. The federal EPA records for Basile show no federal violations, a clean inspection record.

Streamflow Situation from USGS real time streamflow monitoring stations around the eight watersheds of the state
Much below normal flows continue Tuesday with extreme low flows registering at two stations on the Sabine River and a tributary of Calcasieu River in watershed Region 4, with one station registering an extreme low flow in Region 3 Tuesday.

Drought Map from USGS 7-day average streamflows compared to historic averages
The drought map appears much the same as yesterday with an expansion of below normal rated area in Region 1, Bossier Parish in the northwest shows up on the drought map Tuesday, joining the Bayou Pierre channel DeSoto, Sabine and part of Natchitoches Parishes at below normal. Region 2 Grant and Winn Parishes remain below normal Tuesday while Region 3 surface area remains clear of a rating on the drought map for now. With the present trend and no additional precipitation expected over the next 36 hours, part of Region 3 may return to the drought map later in the week as the seven-day streamflow average drops in keeping with the extreme low streamflow recorded this morning.

The highest rating remains moderate drought along the Calcasieu River channel in Region 4. Below normal ratings hang on to most of Regions 4 and 5 Tuesday, except Evangeline and Acadia Parish, not rated. Regions 6, 7 and 8 in the east state area remain clear of the drought map again today.

Note WaterToday reports day-to-day changes recorded by USGS streamflow monitors on rivers and tributaries located in Louisiana, along with monitors upstream in the Mississippi River basin: Ohio, Georgia and southwest New York state. USGS creates a drought map from 7-day average streamflow readings, by comparing the average with the historic weekly normal flow value for each location. The drought ratings are below normal, moderate hydrologic drought, severe drought and extreme drought.

HABs Report from National Centers for Coastal Ocean Science (NCCOS) satellite monitoring program
NCCOS image captured Jan 15 is partially cloud obscured, taken at a wind speed 5.6 mph. No HABs activity detected in Irish Bayou, Lake Pontchartrain, Lake Maurepas, Lake Verret, Lake Palourde, Catouache or Salvador. Lake Lery and Black Bay inland water bodies appear with lakewide HABs at a lower high concentration than the previous capture from Jan 14, dropping from high concentration 500 thousand cells per 100 ml to 200 thousand cells per 100 ml.
