Drought relief for Region 4 watershed

Streamflow Situation from the network of USGS streamflow gauges in Louisiana

Sunny and clear with a high of 86 in New Orleans Monday, another night of patchy fog expected for New Orleans. There is an area in the southwest Caribbean that could develop into a low pressure system, though not expected in the next 48 hours. Low pressure systems can organize into tropical storms and escalate to hurricane velocity.

A bit of drought relief overnight with seasonal normal streamflow levels coming back to the north-central and west side of the state this hour. Region 4 watershed is no longer rated on the drought map, the Sabine River channel has been below normal all week, now unrated. Bayou Toro is back into seasonal normal flow after running at the extreme low 1st percentile this past week. Region 3 still holds the most extreme drought rating through Bayou Macon - Tensas River valley, impacting the border of East and West Carroll, Madison and Richland, Tensas and Franklin Parishes Monday. West Carroll and east Morehouse, Richland and Franklin are unrated. Moderate drought picks up at west Morehouse and Union Parish, moderate drought continues down through Ouachita, Jackson, Winn, La Salle and north and the south of Catahoula Parish, the central area of Catahoula is unrated. Regions 5 and 7 are still rated below normal through Acadia and Evangeline Parishes, extending to St Marys Parish on the coast and Tangipahoa Parish in Region 7.

As of this report, there are no high flows or active floods, the first percentile extreme low flow is no longer seen in Bayou Toro near Toro in Region 4 watershed.

The latest image of Louisiana southeast water bodies is clear, captured Oct 27 at a low wind speed, 3.2 mph. The hot spot again, Lake Bouef, running a lakewide HAB at extreme high 2 to 3 million cells per ml. Lac des Allemands and Bayou Fortier lakewide HABs remain at the high concentration 800 thousand cells per ml. According to the Program head for the NOAA early detection HAB monitoring program, wherever HABs are visible with the satellite imaging equipment, it is wise to assume there are cyanotoxins. State health authorities can then use this information to determine where to sample for the toxicity testing. Lakes Verret and Palourde lakewide bluegreen blooms remain at the high concentration 800 to 900 thousand cells per ml. Black Bay remains full of bluegreen at 700 to 800 thousand cells per ml. Lakes Pontchartrain and Maurepas appear clear of HAB again today. See the latest satellite image of southeast LA water bodies, here.

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:
1. Southwestern Caribbean Sea:
A broad area of low pressure is likely to develop over the southwestern Caribbean Sea in a few days. Gradual development is possible thereafter, and a tropical depression could form late this week or over the weekend while the system begins to drift northward or northeastward over the southwestern and central Caribbean Sea.

* Formation chance through 7 days...medium...40 percent.

Safe Drinking Water Advisories
St. Martin Parish: St. Martinville has had a full system-wide shut down for emergency repairs Thursday. Once the service is restored, all customers are under BWA until further notice. City of St Martinville Water System serves 7575 people from a groundwater source. More to follow.

Richland Parish: Delhi issued a BWA Thursday following repairs made in part of the distribution system. This boil order applies to customers south of Interstate 20 and east of Mid Valley Road until further notice. Delhi Water Supply serves 4071 customers from a groundwater source in Region 3 watershed.
