Tropical storm Rafael organizing in the southwest Caribbean, 70% chance to develop within 48 hours

For the North Atlantic...Caribbean Sea and the Gulf of Mexico:
1. Southwestern Caribbean Sea (AL97):
A broad area of low pressure over the southwestern Caribbean Sea
continues to produce disorganized showers and thunderstorms. Gradual
development of this system is expected, and a tropical depression is
likely to form within the next couple of days while it moves
generally northward to northwestward over the central and western
Caribbean Sea. Regardless of development, locally heavy rains are
possible over portions of the adjacent land areas of the western
Caribbean, including Jamaica, Hispaniola, and Cuba. Interests in the
western Caribbean Sea should monitor the progress of this system. An
Air Force Hurricane Hunter aircraft is scheduled to investigate this
system on Sunday.

2. Another low pressure area near the Greater Antilles just north of Puerto Rico and Hispaniola
continues to produce disorganized showers, thunderstorms and gusty winds. According to the NHC, "Slow development of this system is possible during the
day or two while it moves westward near the Greater Antilles. By early next week, this system is expected to be absorbed into the low
pressure area over the Caribbean Sea. Regardless of development, locally heavy rains are possible during the next couple of days
across the northern Leeward Islands, Puerto Rico, Hispaniola, eastern Cuba and the southeastern Bahamas.

We are at this hour actively watching sub-tropical storm Patty, with sustained maximum wind speed 65 mph moving east in the Atlantic, expected to impact the Azores within the next 12 hours. Advisories have been issued for the Azores, no threat to the continent from this storm, expected to weaken in the next 48 hours.

The latest clear image of Louisiana southeast water bodies was snapped Oct 30 at wind speed below 4 mph. This image reveals new HAB activity in Lake Salvador, dispersed HAB widespread throughout the entire water body at low concentration 100 thousand cells per ml. There are new HABs widespread in Bayou Rigoletts and the Pen at 300 thousand cells per ml. This image again shows lakewide HABs in Lake Verret, Lake Palourde, Avoca Island cutoff, Lac des Allemands, Bayou Fortier, Lake Boeuf and Black Bay, all of these appear at the concentration 600 to 700 thousand cells per ml. Safe Drinking Water Advisories
St Martin Parish: Breaux Bridge is under a system-wide boil water advisory following a construction accident on Washington Street that cut a main line Wednesday. City of Breaux Bridge Water System serves a population of 8754 from a groundwater source in watershed Region 5. According to the EPA Enforcement and Compliance History, the last sanitary survey was conducted in July 2022, with significant deficiencies noted in Data Verification, Finished Water Storage, Pumps, Source and Treatment. An unaddressed non-compliance issue in 12 of the last 12 quarters, related to the treatment technique for groundwater.
Livingston Parish: Denham Springs issued a BWA Tuesday impacting the south side of Florida Boulevard from Gator Millworks to the intersection of Burgess Avenue and Florida Boulevard, including all sides of the streets in between. City of Denham Springs Water System serves a population of 25,725 residents from a groundwater source in watershed Region 7. From the EPA, nine issues of non-compliance with Safe Drinking Water Act over the last 12 quarters, no significant violations. The last sanitary survey was conducted Jan 2024, with minor deficiencies noted in Finished Water and Source.
