New Orleans East Bank BWA update; Jonesville issues partial BWA

Safe Drinking Water Advisories
Catahoula Parish: Town of Jonesville Water System has some customers under BWA following a water main break yesterday. Customers on Tulip and Monrovia Street will be boiling all water intended for consumption until further notice. Town of Jonesville supplies potable water to 2811 residential customers from a groundwater well source in Region 3 watershed.

Orleans Parish: Sewerage & Water Board of New Orleans (SWBNO) reports that the BWA for East Bank has been cancelled for most addresses. As of 5 pm Monday Jan 27, "SWBNO, in consultation with the Louisiana Department of Health (LDH), has canceled the precautionary boil water advisory as bacteriological tests confirmed that water in the area was safe to drink and could be used for personal needs. The advisory was in effect for the East Bank of New Orleans.

While testing has passed for the majority of the East Bank of New Orleans, some areas remain under boil water advisory and testing is underway. The limited parts of New Orleans East still under boil water advisory includes:
  • Old Gentilly Rd from Jourdan Rd to Elaine St, Elaine St to Intracoastal Waterway, Intracoastal Waterway to Jourdan Rd
  • Hayne Blvd from Lucerne St to Wave Dr, Wave Dr to Morrison Ave, Morrison Ave from Wave Dr to Lucerne St, Lucerne St to Hayne Blvd
  • All Venetian Isles
A map of the impacted area can be found, here.

Louisiana Dept of Health Office of Public Health released a list of 127 drinking water facilities with BWAs last week Thursday. As of January 23, a total of 574,093 Louisiana residents plus businesses, schools, institutional and governmental sites were under boil water advisories following the extreme cold weather and winter storm. WTLA.us has reached out to LA Dept of Health media room for an update on the BWA status, more to follow.

See the Louisiana Dept of Health list of BWAs list, here.

The new EPA quarterly compliance report is out, including the new Serious Violator list. Louisiana has 124 Serious Violator drinking water facilities out of total 1263 active facilities with SDWA permits as of the last audited quarter, ended Sep 30, 2024. WTLA.us summary report is in progress, more to follow. See the prior report here, how drinking water facility compliance in Louisiana compared with Ohio, New York, Georgia and California in the last quarter, here.

Streamflow Situation from the network of monitoring stations of the US Geological Survey

Streamflow monitoring in Louisiana is always interesting. Extreme low flows and flooding are present today, as depicted on the front page map with black tags showing the floods, red-brown tags showing the low flows. Extreme hydrologic drought in adjacent Region 3 watershed caused us to question a localized high streamflow value near Pollock, where yesterday we reported the rapid rise of Big Creek from 3 ft to 8 ft overnight Sunday night. WTLA.us requested and has received confirmation of USGS provisional data from the Big Creek field unit near Pollock.

According to an official at Lower Mississippi Gulf Water Science Center in Ruston, Louisiana, "... about Big Creek near Pollock. The rise as a result of local rainfall appears legitimate." The real-time streamflow sensor provisional data are confirmed by a drive-through observation of the area on Sunday evening, whereby "the ditches and local drainage appeared full." "Though Big Creek did rise relatively quickly (Sunday) night and (Monday) morning, it's not uncommon for that station," according to USGS.

Keep checking back to the front page map for 99th percentile flows in blue, flooding in black, low flows of the 1st percentile sort in red-brown location tags. Flip on the watershed layer with directional arrows to visualize the drought map described below.

Extreme drought continues in north central Region 3 watershed through Claiborne, the west half of Union and all of Lincoln Parish. Severe drought remains in the east of watershed Region 7 around the Bogue Chitto channel, impacting Washington Parish. Most of Region 7 is now rated on the drought map below normal.
